Several foreign powers with a foothold in CHINA, maintained Post Offices all
over the country. The P.O.'s of RUSSIA operated from 1870 in Manchuria and various
Chinese towns as SHANGHAI, and used Russian overprinted stamps from 1899 until 1920,
when they were closed.
